[C++ PATCH] [PR3761] ICE in check_template_shadow

Hi,

I prepared the original version of this bug fix in August 2003,  there was 
a review in January 2004 and I implemented the proposed changes and 
posted them to this list in early February, see:

I am reposting this to the list because there has been no movement for several
months now.  I have reapplied the above patch to the current main branch 
and tested with make check-g++ on i686-pc-linux-gnu.
