Fix a parallel build failure

I'm not quite sure why this bit me and has never bit anyone else. 
tree-alias-common.o was missing a dependency on $(EXPR_H), which caused it
to be built before insn-emit.h in a clean tree (cross to
sparc-sun-solaris2.9).

Committed as obvious.
