Because it was reimplemented in terms of calling the
<target>-gcc-<version> driver which solved the problems it used to have
(with specs and the interface between the driver and the internal programs
changing), so it was undeprecated.  But we don't install the other driver
programs under such names, so better consistency here is still relevant as
a project.
