[libiberty] Rename configure.in to configure.ac

I broke this hunk out from the general patch with the addition of two
comment changes requested by DJ.

The regenerated "configure" remains identical to before.

Bootstrapped i686-pc-cygwin (along with the other three patches, which 
are similar but independant of this one).

OK for install?
