OK.

The libtool patches must already be in the upstream libtool sources 
before they can be installed according to the codingconventions, and 
according to cvswrite, you don't need permission to check them into gcc 
if they are already in the master libtools sources.

The configure.in change you could approve yourself as a build maintainer.
