No difference in generated file behavior.

This is a first step in the long process of moving over to autoconf 2.5x
and hopefully reducing the differences from upstream in configury.  It
eliminates a troublesome piece of indirection.

Committing.

	* acinclude.m4: Move certain code to configure.in.
	* configure.in: Receive code from acinclude.m4.
	* aclocal.m4: Rebuild.
