I've heard that, but I have no evidence that it's true.  The only 
documentation of --program-* seems to be in the configure --help:

   --program-prefix=PREFIX prepend PREFIX to installed program names
   --program-suffix=SUFFIX append SUFFIX to installed program names
   --program-transform-name=PROGRAM
                           run sed PROGRAM on installed program names

Info files aren't named based on a program name...

No, case has nothing to do with it.  The point is that info files are 
usually named after the project, not after the executables, unlike man 
pages which are named after the executables.
