Nathanael approved the set of three off-list, and there seems to be
overall consensus that always having build-side libiberty is good, so I
am checking in the original patch (bootstrapped and checked the outcome
of the include directory) together with these obvious hunks that make
GCC use the build-side liberty.

* configure.ac (FORBUILD): Do not set.
* Makefile.in (FORBUILD): Replace with ../$(build_subdir).
* configure: Regenerate.
