Here is round 2. Mostly this contains changes as discussed with you.
The only significant new change is that I rewrote the support for the
-msb1-fp-exceptions option, which is now -mfp-exceptions, and
implemented via TARGET_SWITCHES instead of TARGET_OPTIONS. This caused
a bunch of cascading changes.
This was tested by building a combined binutils/gcc/newlib/etc tree,
configured for C and C++, and running make check. I also hand verified
some of the changes, such as the new sb1_fp_pipes attribute.
