[cs] resync

I've checked in all my changes to the compile server.  They include in 
part the C++ conditional symbol table, a load balancing server for make 
-j4 style builds, garbage collection of fragments, -pipe support, 
printing fragments in the debugger, better -g support, killing the C++ 
servers, ability to pipe servers and non-servers in gcc.c and fixed 
-kill-server...
