[patch] Disable fixproto for targets using libgloss.h

These three targets all include libgloss.h, so I'm making the educated
guess that they're newlib targets.  Anyone else think this is reasonable?

	* config.gcc (i960-*-coff*, m68k-*-aout*, sparclite-*-coff*):
	Disable fixproto.
