Our merge policies in general state that regressions wrt. mainline have
to be fixed on a branch before that branch can be merged to mainline.

(This is not explicitly stated in case of regressions documented in
Bugzilla, just testcase failures, but I believe the spirit of the rule
is the one above, and I'll try to clarify that with the SC.)
