Patch to add fastcompare* targets

Correct.  I'm not sure whether hpux will pick "fastcompare" or
"slowcompare".  But there is no functional difference between the two.
All three compare styles skip the first 16 bytes.  Hpux or any other
systems that insert timestamps into unfortunate locations in object
files will continue to have the compare problem regardless of which
compare target configure chooses.
