PING: {toplevel,config} ChangeLog sieving

This is a simple patch which moves all of the config/* entries out of 
the toplevel ChangeLog to their correct place in config/ChangeLog.

I would have committed this as obvious, but I believe this patch needs 
to be also committed to the src/ tree which I do not have write access to.

How should I proceed?
