The requirements for the branch are just a summary of the main
Contributing page.  We don't list all the requirements, just highlight
what we are most interested in.  That's why I just added a link to the
main contributing documentation.

The requirements on the branch are bit more sadistic as we force all
submissions to bootstrap all default FEs and testsuites.  After all, the
large majority of patches are to the middle end.

We also don't debate patches that break bootstraps.  We just fix them on
the spot or pull them out if it takes more than a day or so of work.
