A polite ping for pending patches.

I have two pending patches in my queue:

The first one is a proposed resolution for the PR/12744 regression which 
will re-enable release tarballs to be built without having makeinfo, 
bison or flex.  Joseph Myers gave a few comments on it, which I then 
included into the patch.  It was never blessed with a final OK, though.

This second patch almost falls into the obvious category.  It just 
adjusts some .cvsignore files since after fixing PR/10996, these files 
no longer are built in the source directory.
