invoke.texi says -fweb enabled by -O2

Hi,
At http://gcc.gnu.org/onlinedocs/gcc/Optimize-Options.html it says that
the -fweb is option is turned on by -O2 and again by -O3. Looking at
opts.c it looks like it really is only enabled by -03.
This fixes invoke.texi to say the same.
