I finally checked in this patch. It was delayed because I was getting
mixed dejagnu results in the pch tests. I just did another
bootstrap+tests and still got mixed results: 16 new failures plus 3 new
time-outs, vs 23 new passes. However, the number of expected C passes
jumped up from 24331 to 24355. I count this as a net win, so I checked
the patch in. (To anyone who suggests I investigate the regressions:
Sorry, not my department. Clearly there is some pch instability on this
platform, which is Fedora Core 0.95.)

* c-opts.c (finish_options): Change to returns boolean - false iff
the call to cpp_find_main_file fails.
(c_common_init): Skip preprocess_file if finish_options failed.
(c_common_parse_file): Break if finish_options failed.
Fixes PR preprocessor/12545.
