Toplevel configury patch 1/n (general cleanup/rearrangement)

Can you please at least test this with the suggested configure/make combo? Ie,

(srcdir)/configure --prefix=(installdir)
make bootstrap-lean (or make bootstrap)

Also, with a cross a la --target=arm-elf?
