[Patch] Remove gccbug from bugreport.texi

Just an idea, maybe we can make gccbug print an URL that already fills
in some fields (like version and architecture), and then let people
choose to proceed with that or by mail? (I don't know how often
missing architecture and version is actually a problem, though...)
