[v3] testsuite_flags, scripts

Phew. This is the libstdc++ bit of the testsuite_flags move, plus a bit more.

I'm trying to get stuff set up for actually running the performance testsuite.

	location of testsuite_flags.
	* Makefile.am (check-script): Move..
	(check-script-install): Move...
	* testsuite/Makefile.am: ... here.	
	* testsuite/Makefile.in: Regenerate.
	* Makefile.in: Regenerate.
