[PATCH] Split gcc.dg/builtins-20.c

It would be better to improve the testsuite harness so you can specify
"this test should run only on systems with a C99 library", not hardcoding
*-*-linux* in potentially many tests.  Mark has been doing a lot of work
on the harness lately and may be able to advise how to do this.
