[RFA] Fix libiberty compilation failure on systems running AiX 4.x

	AIX 4.3.3 does include _system_configuration.physmem, so this
patch is naive and incorrect.  There is a Bugzilla PR open for this with a
correct patch to check for the structure member and Kaveh should apply it
shortly.
