PATCH to Makefile.in:bubblestrap

I find bubblestrap useful for continuing a bootstrap after I've fixed a bug
that causes a crash in stage2, but it currently only works after a full
'make bootstrap'.  I'm not sure why you would want to use it then; in any
case, this patch fixes it so that it can run regardless of how much of a
bootstrap you've already done.

Used several times on athlon-pc-linux-gnu, applied to trunk.
