updated patch for implicit libcall generation

The default should be true (with most systems then having it specified to
false in their target headers).  It should be for systems with antiquated
libraries to say so, not systems with libraries following the current
standard to say so; a default of false will be just as clearly the wrong
way round in future as that of TARGET_MEM_FUNCTIONS is now.
