That was intentional - assuming we decide to do such a patch, we need
it for 3.2 first, since 3.2.2 is planned for only a few weeks from
now.

I'll be happy to split things up if and when the FSF okays changes to
GFDL use.  I'm not particularly attached to the rearrangements; we
could just drop that bit.
