We currently have branching.html documenting the procedure for starting a
release branch, and releasing.html documenting rolling a release from the
branch.  I suppose we need another page, or an additional section on one
of those pages, that documents what should be done on a release branch
when we're close to rolling the first release from it but not yet there.
