correct dates in develop.html

The following patch brings http://gcc.gnu.org/develop.html into alignment
with reality. I'll need someone else to apply the patch, for political
reasons I don't have write permission, except in GNATS.
Also, it's unclear whether the currently listed GCC 3.3 release date
(Feb 15) is realistic, but that's another matter.
