libtool fixes for irix6 with gnu ld

A few more patches that I've just got into libtool (except for the
ltcf-cxx.sh one here, that needs a far more convoluted fix for libtool
mainline, so I'm taking the simpler route here).  Despite the changes
in the top-level libtool.m4, I'm not rebuilding all configure scripts
that are affected.  I'll leave it up to each sub-project to do so,
just to avoid the hassle and potential accidents from mass rebuilding
of configure scripts.  I'm checking this in mainline and 3.3 (like the
previous patch I just posted).
