[RFA] Toplevel configury: remove Source Navigator

Hello,

Since the import of Tcl/Tk 8.4.1, Source Navigator has moved to
sourceforge.net. This patch removes all traces of "snavigator" from the
Makefiles and configury. My next step is to whack tix from the
repository.

I've also removed "grep" and "db", which appear to have only been used
by snavigator. Although I can find no traces of these modules anywhere,
if they are still needed, just let me know and I will modify my patch
accordingly.
