[Patch] Document pitfalls of two-stage name lookup, next revision

This is with Mark's and Gaby's suggestions built in. There didn't seem 
to be any more comments, so I think this can go in. 

Gerald, I promise not to route too many patches via you, but can you take 
care of this one as well? There are two things I don't know how to do:
- checking whether there are problems (my makeinfo is too old)
- the non-bugs section in bugs.html should get a reference to the
  section I inserted (node name "Name lookup"), since I expect that this
  will come up quite frequently, and I would like to have something to
  point to when closing reports.

+Two-stage name lookup sometimes leads to situations with behavior

+In @code{get_i()}, @code{i} is not used in a dependent context, so the
+compiler will look for a global variable of that name.  It will not look
+into the base class, since that is dependent and you may declare
+specializations of @code{Base} even after declaring @code{Derived}, so
+the compiler can't really know what @code{i} would refer to.  If there
+is no global variable @code{i}, then you will get an error message.

+you need to defer lookup until instantiation time, at which the base
