OK, here's my new version of the patch; testcases included.  I'm
giving a warning, not an error, for conflicting visibilities.  I
could be persuaded to raise it to an error, but a warning seems
slightly friendlier.

I've bootstrapped and tested on Linux.

I still haven't figured out how to get the dg-require-* mechanism
to work for g++.dg, so the C++ tests will run only on x86 Linux.
This is a wart, but I don't think it's a tremendously serious one:
there are enough ia32 Linux boxes out there so that these tests
will get run regularly.  Adding this mechanism to g++.dg is a good
idea, but I'd rather not keep this patch hanging while I try to
learn deep dg magic.

OK to commit?
