It a proposed resolution for the PR/12744 regression which will 
re-enable release tarballs to be built without having makeinfo, bison or 
flex.  Joseph Myers gave a few comments on it, which I have since rolled 
into the patch. It was never blessed with a final OK, though.

A respun patch is attached.
