That does seem curious, but that is what the standard says.

Visit http://www.ansi.org, enter the standards store, search for 9899. 
The 1999 standard is 33 USD for the ISO version and 18 USD for the ANSI
version.  I don't know what the difference is or why there is a price
difference.  I wanted the ISO standard so I bought the 33 USD one.  They
also have the 1990 standard but it is over 100 USD.  Don't forget the
free Corrigendum.

The same thing also works at http://www.iso.org where it is 44 CHF
(swiss francs) for the PDF version and a lot more for the paper
version.  44 CHF is about 31 USD if you get a good exchange rate, but it
probably only makes sense to get it from here if you are in Europe.
