[tree-ssa] Fix bsi_next_in_bb

This was broken out of one of Zdenek's larger patches. It fixes
cases where a block ends at a BIND_EXPR.
* tree-cfg.c (bsi_next_in_bb): Work correctly when the block ends
with start of BIND_EXPR.
