PR 12018: gcc incorrectly tries to build newlib when configured for c4x

Hello,

when building gcc targetting c4x, gcc incorrectly
tries to configure newlib. Because newlib doesn't
support c4x (or claims not to), this fails. I believe
the patch at:

http://gcc.gnu.org/bugzilla/attachment.cgi?id=4636&action=view

is in order. If it is okay, could somebody please
commit it to both gcc and src (I don't have write
access for src). Thanks,
