[cs] cpplib patches to compile server

[Per Bothner]

This is the big patch that contaisn teh remaining cpplib
changes for the compile server.  Again, I've checked this
in to the compile server branch, though I haven't tested
whether the branch with these changes will build.  Also,
I realize we will need to clean some of these up before
they get merged into mainline.
