:-)  The review was as clear as the patch; I suppose that's what you get
when you send a patch like I did.

So I'll try again with a serier of smaller patches.

Here's the first.  It does three things, one of them from your
suggestions in response to the earlier patch:

The patch adds the note before "Objectives".

The second change is the unnumbered list in the "Patch Revision"
section, and the third change is the de-footnote-ification of [1].  I
believe this is important enough to be mentioned in the section instead
of in a footnote.

Interestingly, the footnote about important targets has been there since
revision 1.1 of develop.html (Jul 18, 2001):  "The Steering Committee is
planning to prepare a list of such targets."

So, two years later, this list can be found ... where?  If this list is
the list of primary and secondary platforms, then the footnote should
probably be replaced with a link to those lists.
