[PATCH] ACT merge 1/n: add new files

This is the proposed addition of 177 files from the ACT tree
to the FSF tree, all come from ACT HEAD but for ctr_c.c which comes from
the gcc-head branch.

Bootstrap and ACATS on x86-linux.
