symbol_ref_flags status

The following ports have not been updated:

arm	There's some pe dll widgetry in here I'd rather not touch.
mcore	Likewise.

m68hc11	The usage of SYMBOL_REF_FLAG here does not overlap any of the
	generic flags, nor does the port engage in name mangling.
	Seemed more trouble that it's worth to change things around.

m88k	Obsolete.
romp	Obsolete.

mips	echristo claims to be in the middle of a merge.

ppc	Janis has a preliminary patch.  It's stalled on having someone
	familiar with the EABI resolve some discrepencies wrt the
	small data section.

pa	The name mangling makes its way to an ASM macro that only
	receives a name, not the SYMBOL_REF.  This probably can't
	be corrected immediately.  I'd prefer that varasm.c not
	pass around the bare symbol string so early, but...
mmix	Likewise.
