[DOCPATCH] 3.3, make the GPL fix nicely into a few pages

I just applied the following part of your patch after fixing the
ChangeLog (to include doc/).

The part about bugreport.texi I had already committed a week ago,
and about the formatting issue, I'll let Joseph decide (and install
the patch if he agrees).

2003-04-17  Simon Law  <sfllaw@engmail.uwaterloo.ca>

        * doc/include/gpl.texi: Fix double-spacing after "MA" to match
        the one provided by the FSF.
