[v3] try_named_locale

This should fix up the remaining issues with wchar_t fails on linux
hosts. Loren went through and did this work, but then a bunch of new
tests were added that did not include this work, so. They still failed.

I took this opportunity to change this around a bit. When this was first
added, I don't think anybody knew how this was going to affect all the
various platforms. Thus:

run_test_wrapped_generic_locale_exception_catcher

However, all the locale models now use this. Thus

try_named_locale

On a per-locale creation instance.

tested x86/linux --enable-clocale=generic
tested x86/linux
