I'd rather not define it everywhere. Maybe just for that one file.
Neil? Your patch introduced this, I think... that code didn't used to
be in c-opts.c, so it used to pick up TARGET_SYSTEM_ROOT from either
PREPROCESSOR_DEFINES or DRIVER_DEFINES.
