[RFC] another step toward getting rid of TREE_CST_RTL

I've now convinced myself that the language-specific
gnat_build_constructor and objc_build_constructor are necessary, so
I'm checking this in.  I found a few more places that needed updating;
here is the revised patch.

	* tree.c (build_constructor): New function.
	* tree.h: Prototype it.
