Configury patch: Correct BUILD/HOST confusion

This mess of search-and-replace patches fixes the BUILD/HOST confusion.
It is pure search-and-replace; I finally concluded that that was the only
way to go.

(top level)
	* ltcf-c.sh, ltcf-gcj.sh, Makefile.tpl: Correct BUILD/HOST confusion.
	* Makefile.in: Regenerate.
(gcc)
	* configure.in, Makefile.in: Correct BUILD/HOST confusion.
	* configure: Regenerate.
(gcc/f)
	* Make-lang.in: Correct BUILD/HOST confusion.

Bootstrapped on i686-pc-linux-gnu.  Perhaps more interestingly, a 
cross-built-native to powerpc-unknown-linux-gnu configured correctly.
(I haven't quite got working cross tools so I couldn't test it the whole
way.)

Diffed against 3.4bib plus my various patches previously submitted,
not that it makes much difference.
