[wwwdocs]Patch to include 3.2 bugs in the changes.html

As promised in my previous post at
http://gcc.gnu.org/ml/gcc-patches/2002-11/msg00849.html

This merges in the bug fix document into the changes web page for 3.2

It also requires the previous patch mention above to be applied.

If this is accepted a version for 3.2.1 using
http://gcc.gnu.org/ml/gcc/2002-11/msg00445.html will be next.
