Package fixincludes to be run after install

Excellent.  I kept trying to find time to do something
similar....A few questions, though:

1.  Since not all platforms use the binary, will this work
    on those that do not?

2.  How about on platforms that have to create the "applyfix"
    executable?

3.  Maybe just add some install rules to fixinc/Makefile.in?

4.  Add the fix-header program to fixincl in that mythical
    era when people have spare time.  :-)  Then move all this
    header hackery into an isolated area (e.g., gcc/fixinc/)
