Bug in highest_pow2_factor

   Well, I have an *Ada* case that is a "regression" if you define that as
   meaning something that used to work and doesn't anymore.

Ada failures don't count as regressions for 3.1 branch "critical fix"
criteria.  There was no Ada in 3.0, therefore no regression against
3.0 is possible.

   I suppose if I spent enough time, I could indeed construct a case,
   but it isn't clear it's worth the time.

And Mark is saying that this means it isn't worth installing on the
branch.
