Because there are lots of regressions in the current release.

Two points:

1. Clearly, based on the number of regressions here, we haven't done
   as good a job as we should have preventing regressions in the
   mainline sources.  We have a tool for this (the 48-hour to fix
   or revert process), but we're not using it.  That's leaving us
   squished when it comes to getting the release out.

2. We've got 1 month to go before GCC 3.1 is supposed to be out, and
   tens of regressions to fix.  *No* non-regression fixing patches,
   please.
