xfail two ia64 tests

I got assembler warnings on a lot of tests on ia64 until I added
RUNTESTFLAGS="--tool_opts '-Wa,--no-warn'" to my invocation of make check.
Would it make sense to use -mb-step generally instead?  I think that some
of the warnings were for different things.
